●鼓励企业加大技术改造力度。企业实施的市级以上重点技术改造项目按实际购进的国产设备额的4%给予资助，对引进20世纪90年代国际先进设备，按进口设备额的8%给予资助。对市重点优势企业，市级以上高新技术企业、农业龙头企业、上一年度出口额在800万美元以上的自营进出口企业和医药、工量具两个特色行业企业，所实施的市级以上重点技改项目购进国产设备，再按实际购进国产设备增加1%给予资助。对汽摩配行业企业按购进设备额（包括进口和国产）增加2％给予资助。
●对列入政府培育的优势产业、优势企业实行扶优扶强政策。对区重点优势工业企业超过平均社会贡献率和平均地方财政贡献率的部分返还给企业，用于支持企业发展生产经营。
●标准厂房补助。对新批外来投资企业租用标准厂房一年以上的给予租金补助。补助标准为第一年每月每平方米3元，第二年每月每平方米2元，第三年每月每平方米1元。
●一事一议政策。对符合我区产业规划的大项目，包括汽车项目等，实行一事一议，将给予更大的优惠。
●对投资的农业项目给予更大的优惠。在享受国家规定的优惠政策后，再按企业所得税地方留成部分的30-50%予以奖励，为期2-3年。在被认定为“先进技术型”或现代农业项目的，可给予更大的优惠。
●鼓励企业争创名牌和驰名（著名）商标。获得“中国世界名牌”奖励100万，获得“中国驰名商标”“中国名牌”奖励50万，获得省级、市级著名商标、名牌产品的，给予3-10万奖励。

■Enterprises are encouraged to strengthen technological innovations.
Key technological innovation projects at the municipal level or above enjoys a 4% reward of the total expenditure on purchasing domestic equipment; and an 8% reward for imported equipment provided it represents advanced technology of the 1990s. An additional 1% reward of the expenditure on purchasing domestic equipment will be allowed to key municipal advantageous enterprises, high-tech enterprises of the municipal level or above, leading agricultural enterprises, enterprises of the two featured industries, i.e. pharmaceuticals and measuring tools, and self-supported import-and-export enterprises whose export volume hits US$ 8 million or more in the previous year. For enterprises producing automobiles, motorcycles and their accessories, an additional 2% reward of the expenditure on (domestic and imported) equipment will be allowed.
■Preferential supportive policies are provided to advantageous industries and enterprises receiving strong governmental support.
If the social and financial contribution rates by a key advantageous industrial enterprise in the district exceed the average contribution rates, the margin will be returned for its further development.
■Subsidies are provided for renting standard workshops.
Subsidies will be provided for newly approved enterprises with outside investment if they rent standard workshops for over a year. Such subsidy will observe the following standards: 3 RMB yuan / m2 / month for the first year; 2 RMB yuan / m2 / month for the second year; and 1 RMB yuan / m2 / month for the third year.
■A case-to-case policy is implemented.
 Further preferential treatment will be offered on a case-to-case basis if it is counted as a big project (including automobile projects) that is in line with the blueprint of the industrial development in the district.
■Further preferential treatment is applied to agricultural projects.
For agricultural projects, in addition to the preferential policies specified by the State, 30-50% of the business income tax retained by the local government will be rewarded, for a term of 2-3 years. For those certified as projects of advanced technology or as modern agricultural projects, more favorable terms will be offered.
■Enterprises are encouraged to develop famous brand names and trade marks.
A total of 1,000,000 RMB yuan will be awarded to enterprises which win the title of “China’s World Famous Brand Name”; 500,000 RMB yuan to those of “China’s Famous Trade Mark” or “China’s Famous Brand Name”; and 30,000-100,000 RMB yuan to those of provincial or local famous brand names or trademarks.
